It looks like the Intel-MPI service is not running. Reinstalling ADF should help but you can also try starting it manually. To do this, open the ADF installation folder in the Windows Explorer, right click the adf_command_line.bat file and select Run as Administrator. In the Command line window that pops up type in the following command:

%ADFHOME%bin\intelmpi\bin\smpd.exe -install

and press Enter. I'd suggest to copy-paste the line above to avoid typos. After you type that, please do make sure that you see the following line of text:

Intel(R) MPI Library Process Manager installed.
